The Maintenance Training Organisation Exposition (MTOE) defines the organisation and procedures upon which the EASA Part 147 Organisation approval is based. The MTOE must be constructed in such a way that through the document the organisation is able to demonstrate full compliance with all regulatory requirements.
 
Consider that the purpose of the MTOE is actually twofold:
 
a) To demonstrate full compliance with the regulatory environment 
b) To describe the most efficient process to enable the organisation to operate in an effective way.
 
Also, consider that the Accountable Manager is responsible for the overall operation of the Maintenance Training Organisation and he has the necessary power to maintain adequate facilities, equipment, materials, technical data, and qualified personnel as necessary, pertinent to the operation of the Maintenance Training Organisation. The contents of the MTOE must be fully understood and accepted by the AM.

EASA Regulation Part 66 (Derived from Joint Airworthiness Authorities (JAR) JAR 66 establishes the requirements for issuing an Aircraft Maintenance Engineers License (AMEL) to support the process of managing the competence of Aircraft Maintenance Engineers.

Similar to other EASA regulations The Part 66 Regulation is divided into two parts.


Section A sets out the requirements that must be met by the Industry.

Section B deals with the procedures to be followed by the competent authorities.


In order to be entitled to exercise certification privileges on a specific aircraft type, the holder of an aircraft maintenance license needs to have his/her license endorsed with the relevant aircraft ratings.

How to Ensure the Independence of Audits within an EASA Part 147 Organization

When we talk about the Quality System we are off course considering both the function of QA & QC.
 
The QA audit process must be independent which means the auditor is not involved in the day to deliver delivery of training or management of processes.

It should also be understood that the audits do not replace the need for ongoing Quality Control (QC) activities.

The audits which we will carry out are considered as “compliance audits” and essentially follow a prescriptive checklist ensuring that all elements of the process are delivering in accordance with both the regulatory and organizational requirements.

A Part 66 License belongs to an individual and is valid for 5 years; an organization approval is only valid whilst the holder is employed by the organization and may have expiration dates that are limited by other factors. (For example, recurrent training validity)
Part-66 licenses facilitate the certification of the release to service of aircraft after maintenance and to work within the Base Maintenance (note the need for company authorization) there is a distinct difference between gaining an Aircraft Maintenance Engineers License (AMEL) and gaining organization approval to certify aircraft.

To become a Licensed Aircraft Engineer, there are two routes:

a) The approved course (Taught by a suitable approved EASA Part 147 Training Provider)
Note - In the case of attendance to an approved course, the minimum experience requirement is reduced from 5 years to 2 years for approved course graduates.
b) The self-improver (The Self-Improver Route Requires evidence of 5 years of appropriate experience together with passes in all applicable Part 66 modules. The evidence is then presented to the Competent Authority. (10 years allowed))

The EASA Part 66 license is the qualification that enables the holder with suitable type or task training to provide through organizational approval and in some situations directly the Certification of European registered managed or maintained aircraft to allow a Certificate of Release to Service either through EASA Part 145.A.50 or EASA Part M Subpart H CRS.

What will a Part 66 license allow me to do?

A Part 66 license is a pre-requisite to allow you with appropriate organizational approval to certify the release to service of aircraft after maintenance and to work in maintenance organizations as support staff. It should be noted that all education received in support of Part 66 Basic Aspirations must be acquired under the control and oversight of a Part-147 training organization approved by EASA. There is currently no conversion process available in non-EU countries that allows for the issue of a Part 66 license it is necessary to follow fully the EASA Guidelines and process to obtain your Part 66 License.

An application for an aircraft maintenance License or change to such License shall be made on an EASA Form 19 (Form 19 is adopted and issued by each regulatory authority).
 
Applications
 
The application are normally made under the jurisdiction of the Competent Authority of any European Member State.
 
Once a member state issues your license you will normally continue to use this Member State (It is possible to change though there is little reason to do so!).

The following information introduces the different Aircraft Maintenance Engineers' license types that are available to European EASA Part 66 Licensed Aircraft Engineers.
 
The Basic, non-type rated license also known as a Category “A” License does not in itself convey certification rights, directly but allows the holder to certify “limited and simple maintenance tasks only” as specified on his (or her) “personal authorization Document”.
 
On the basis of the Maintenance Engineers License, together with the satisfactory demonstration of competency and knowledge of organizational procedures, the personal authorization document is issued by an approved Part-145 organization.

Typically employed either by a standalone Continuous Airworthiness Management Organisation (CAMO) or as a member of an Operators CAMO team, the Airworthiness Review Staff has a specific responsibility to ensure the Continuing Airworthiness of the applicable aircraft is maintained.

To be approved to carry out airworthiness reviews and if applicable, to issue permits to fly, an approved CAMO shall have appropriate airworthiness review staff to issue airworthiness review certificates or to make recommendations to the regulatory authority as appropriate.

Once satisfied the Airworthiness Review Certificate - Staff (ARC) Staff will either issue a full airworthiness review or sign an extension for aircraft maintained in a controlled environment (Between Airworthiness Reviews).

Dealing with the Challenge of Training Adults

The first point to understand is that adults learn best when they understand the reason behind the training – so this becomes the first challenge.

To share the importance not just of FOD training, but of really following FOD procedures to ensure that we remove any possibility of personally being involved in the production of FOD. Moreover, we understand the obligation that we share to correctly dispose of any FOD we see whilst we are working. 

Training can be delivered online or in a classroom environment and becomes an opportunity to share information including the challenges of encouraging people to follow the FOD “rules”.

Part M concerns specifically the continuing airworthiness of aircraft and aeronautical products, parts, and appliances together with the approval of organizations and personnel involved in these tasks.
 
First to understand that EASA the abbreviation for European Aviation Safety Agency is the governing agency for all European regulations in the environment of Operations, Maintenance, Airports, Air Traffic Control, and Air Navigation.
 
In 2002 empowered by the European Commission Regulation EC 1592/2002, EASA created European Commission Regulation EC No. 2042/2003 which together with several amendments provided us with EASA Part M of this regulation. Specifying airworthiness requirements for EU-based carriers and owners of private aircraft in regard to the obligation to manage continuing airworthiness. This was further consolidated in 2014 with the introduction of the updated regulation 1321/2014 which together with further amendments is current today (Jun 2016).
