Sofema Online (SOL) considers the Role and Purpose of each of the appendices to Part 66 and Part 66 AMC.

Part-66 Appendices (Regulatory Requirements)

These appendices are part of the regulation (Annex III) itself. They establish the mandatory legal standards and forms required for the issuance, extension, and management of Aircraft Maintenance License (AML).

• Appendix I – Basic Knowledge Requirements (except for category L licence)

>>Role: Defines the theoretical knowledge syllabus required for obtaining a Part-66 licence for categories A, B1, B2, B2L, B3, and C.

>>Purpose: It outlines the specific subject modules (e.g., Mathematics, Physics, Human Factors, Gas Turbine Engines) and the required level of knowledge (Level 1, 2, or 3) for each licence category. This ensures a standardised knowledge base across EASA Member States.

• Appendix II – Basic Examination Standard (except for category L licence)

>>Role: Sets the standards for the basic knowledge examinations corresponding to Appendix I.

>>Purpose: It specifies the number of multiple-choice questions per module, the time allowed for examinations, and the format for essay questions. It ensures that examinations are conducted consistently and fairly.

• Appendix III – Aircraft Type Training and Type Evaluation Standard – On-the-Job Training (OJT)

>>Role: Establishes the requirements for aircraft type ratings.

>>Purpose: It details the standards for theoretical and practical type training courses, including training levels (Level 1, 2, 3), duration, and content. It also defines the requirements for On-the-Job Training (OJT), which is necessary for the first type rating endorsement in a licence category.

• Appendix IV – Experience and Basic Knowledge Modules Required for Extending an Aircraft Maintenance Licence

>>Role: A conversion matrix for extending an existing licence.

>>Purpose: It lists the specific experience duration and additional basic knowledge modules (or partial modules) an applicant must pass to extend their licence from one category to another (e.g., extending from B1.1 to B2).

• Appendix V – Application Form – EASA Form 19

>>Role: The standardised application form.

>>Purpose: It is the official document used by applicants to apply to the competent authority for the initial issue, amendment, or renewal of a Part-66 Aircraft Maintenance Licence.

• Appendix VI – Aircraft Maintenance Licence – EASA Form 26

>>Role: The standard format of the licence document itself.

>>Purpose: It defines the layout and content of the physical licence issued to the holder, ensuring mutual recognition and standardisation across all Member States.

• Appendix VII – Basic Knowledge Requirements for Category L Aircraft Maintenance Licence

>>Role: Defines the syllabus for Category L licences (Sailplanes, Balloons, Airships, ELA1 aeroplanes).

>>Purpose: Similar to Appendix I but tailored specifically for the lighter end of general aviation. It outlines modules like 1L (Basic Knowledge) through 12L (Radio/Transponder).

• Appendix VIII – Basic Examination Standard for Category L Aircraft Maintenance Licence

>>Role: Sets the examination standard for Category L.

>>Purpose: It specifies the number of questions and time allowed for Category L modules, ensuring appropriate assessment for this licence category.

• Appendix IX – Assessment Method for Multimedia-Based Training (MBT)

>>Role: Establishes criteria for approving digital training methods.

>>Purpose: It provides a scoring matrix to assess the academic, pedagogical, didactic, and technical quality of multimedia-based training courses used for Part-66 training.

These appendices are "soft law." They provide acceptable methods to demonstrate compliance with the regulations but are not the only possible methods. They are crucial for the practical implementation of the rules.

• Appendix I to AMC to Annex III – Aircraft Type Ratings for Part-66 Aircraft Maintenance Licences

>>Role: The definitive list of aircraft type ratings.

>>Purpose: It lists exactly how aircraft type ratings should be endorsed on a licence (e.g., "Airbus A318/A319/A320/A321 (CFM56)"). It groups aircraft models into ratings to ensure that licence endorsements are consistent and technically accurate.

• Appendix II to AMC to Annex III – Aircraft Type Practical Experience and On-the-Job Training – List of Tasks

>>Role: A comprehensive list of maintenance tasks.

>>Purpose: It provides a menu of typical maintenance tasks (e.g., "Replace wheel assembly," "Rig flight controls") used to demonstrate practical experience. This list is used by applicants to log their experience for OJT or when applying for a licence amendment/issue to prove they have performed a representative cross-section of maintenance activities.

• Appendix III to AMC to Annex III – Evaluation of the Competence: Assessment and Assessors

>>Role: Guidelines for competency assessments.

>>Purpose: It provides criteria and qualifications for "designated assessors" who evaluate trainees during type training or OJT. It ensures that the people conducting assessments are suitably qualified and use consistent standards.
