Maintenance Planning Document (MPD) Considerations 

The Maintenance Planning Document (MPD) is a generic document issued by the Type Certificate Holder (TCH). The contents of the MPD are coordinated by the Industry Steering Committee (ISC) and Maintenance Review Board (MRB) using the (Maintenance Steering Group 3 Logic) MSG 3 process of analysis and task determination).

The MPD contains hundreds of tasks it is not a customised document and contains all necessary task Information to support all variations of both Modification Status and Aircraft Configuration.

The MPD may list a task as “pre-mod” or “post-mod” (Depending on Aircraft Configuration).

The MPD Also contains (either as a separate section or integrated within the document) Airworthiness Limitation Items (ALIs).

Airworthiness Limitations are actually developed as part of the certification program and the need for the TCH to demonstrate system safety ref FAR / CS 25-1309.

ALI’s typically cannot be extended. 

Aircraft Maintenance Program (AMP) Considerations

The Aircraft Maintenance Program (AMP) is owned by the Operator and must be approved by the Regulatory Authority of the State of the Operator.

Typically owned by the Continuing Airworthiness Management Organisation (CAMO) Post Holder (PH) also known as the Nominated Person (NP).

The AMP is initially based on the MPD and is the control document to deliver the maintenance that is required to support continuing airworthiness throughout the period that the aircraft is being operated.

Maintenance Schedule – Derived from MPD.

Maintenance Program – Derived from MPD plus appropriate content to reflect (Customer customer-furnished equipment (CFE) and Emergency Equipment.

Customised Maintenance Program Considerations

Customised Maintenance Program – as above plus optimised to reflect specific configurations of the different aircraft within the fleet.

The AMP consists of a long table list of all maintenance “tasks” (An MSG 3 Maintenance Program is “Task Driven”) Identified as calendar, Hours / Cycles & Landings which are packaged into appropriate checks to meet the objective of the operator.

Additionally, Customer Modifications may be applicable and should be factored into the design of the aircraft maintenance program.

Operator Request Items – Soft Furnishing Inspection Program (Carpets / Curtains).

Aircraft Service Bulletin (SB) configuration may impact task requirements or require repetitive Inspections. 

The AMP should include all repetitive tasks that need to be performed on the aircraft, such tasks could be related to Airworthiness Directives and Repair repeat Inspections.

All AMP revisions must be approved by the competent aviation authority. All deviations from the source documents must be justified and accepted by the regulatory authority. 

The typical structure of an entry in the AMP table will be as follows:

AMP task number;

Applicability (For multiple Aircraft Fleets)

MPD task number;

Task description;

Interval and threshold information;

AMM reference;

Notes. 

Sampling Program Considerations

Sampling Programs, for example, structurally related or concerning the operation of emergency escape slides (fleet related) which don’t need to be performed on every aircraft but rather on a fleet.

Repetitive Defect Management

Utilizing data from the reliability department to review the status of repetitive defects and to take appropriate actions – for example, de-escalation.
